Open Letter – Harnessing the Important Project of Common European Interest (IPCEI) mechanism to accelerate carbon capture, transport and storage infrastructure in Europe

Bellona, together with other 29 members of the industrial carbon management community and umbrella organisations, express its support to the inclusion of an Important Project of Common European Interest (IPCEI) in the area of industrial carbon management and in particular CO2 capture, removal, utilisation, transport and storage in the next IPCEI round. 

Industrial carbon management has been recognised as a necessary element in reaching the European Union’s goals for climate neutrality, as well as in helping decarbonise production processed in industrial sectors critical to the European economy, as emphasised by the Commission’s Industrial Carbon Management Strategy (ICMS) and the Net Zero Industry Act (NZIA). 

The lack of viable business cases and de-risking mechanisms constitute a major obstacle in the development of industrial carbon management in Europe. IPCEIs have a proven track record of accelerating industrial production and unlocking private investment in strategic sectors. The large, cross-border nature of CCUS projects makes the IPCEI instrument well-suited to support infrastructure investments critical for the EU’s climate and industrial goals.

6th meeting of the Carbon Removal Expert Group summary and feedback 

The Carbon Removal Certification Framework (CRCF) has been formally approved by the Council on the 19th of November 2024 and entered into force on the 9th of December 2024, providing an official mandate for the Commission to develop methodologies on carbon farming and carbon removals. However, the technical documents and specifications are still being drafted and revised for input from the Carbon Removals Expert Group (CREG), of which Bellona is a member.

A great leap towards a scaled European market for CCS: Northern Lights expands storage capacity, will store CO₂ from Stockholm  

Europe’s only multi-source, injection-ready CO₂ storage site will more than triple its capacity by 2028. The decision follows an agreement with Stockholm Exergi to transport and store up to 800 – 900 kilotonnes of CO₂ per year. “This decision is years in the making, and the culmination of decades of hard work from many, Bellona included” says Bellona Europa Director Jonas Helseth.
