Developed by a coalition of industry associations, civil society organisations, and clean hydrogen stakeholders, this paper provides an evidence-based overview of the current debate surrounding the European Commission’s review of the rules governing Renewable Fuels of Non-Biological Origin (RFNBOs). It examines a series of common claims that the existing framework is hindering renewable hydrogen deployment, assessing each against the available scientific literature, market data, and project experience. The paper concludes that there is currently no robust evidence that RFNBO requirements are the primary barrier to market growth, while highlighting the importance of preserving key safeguards such as additionality and temporal correlation to ensure genuine emissions reductions, investment certainty, and the long-term decarbonisation of Europe’s energy system.
