New details released on the proposed Regional Greenhouse Gas Initiative.

Some 500 sources producing some 25 MW of electricity based on more than 50 percent fossil fuels and providing more than 10 percent of their output to the electricity grid plan to become partners in the regional Greenhouse Gas Initiative (RGGI).

Based on a voluntary agreement, the predominantly east coast states intend to meet the obligations of the Kyoto Protocol. Several other states could join later. In an ill-advised attempt to stop the state-by-state approach, the DOE has announced that states cannot establish their own energy efficiency standards or establish policies upon such standards. Separate emissions-based standards, including Green House Gass emissions is still permissible.
