Achieving climate neutrality in the EU by 2050 requires radical cuts in emissions in every sector of the economy. It is crucial to enable and incentivise a just and green transition by creating, ensuring and safeguarding well-functioning sustainable markets in line with net-zero by 2050. For Bellona, this is crucial across topical areas such as renewables deployment, grids, hydrogen, CO2 capture and storage, carbon dioxide removal and lead markets for low-carbon products.

Being a group of evidence-based environmentalists, our goal is to implement new, more sustainable actions to rapidly reduce manmade climate breakdown. From our Oslo and Brussels Offices, and more recently Berlin and Vilnius offices, we have been advocating for transformative climate action for decades.
Bellona Europa is currently seeking a highly motivated and qualified individual to join our team as a “Policy Manager Sustainable Markets” located in Brussels, Belgium. Working closely with our team on Markets, you will contribute to the overall strategy of the markets team and be responsible for selected topical and policy areas contributing to the market team’s work. You will also be tasked with identifying and taking advantage of synergies across teams, firmly based in an approach to ensure well-functioning markets for net-zero by 2050. In addition to managing a team of 2, you will focus on managing activities effectively to meet specific objectives. The selected candidate should be an expert in their field, and preferably have a background in analysing, assessing and working towards well-functioning markets in the fight against climate change. As well as having experience in determining and identifying what is necessary to establish a business case, and how policy can positively contribute to this end for the range of solutions we work on at Bellona, the selected candidate should have a strong network and understanding of the policy community to be able to navigate the context Bellona is established in, such that we can strengthen coalitions, fight greenwashing collectively and achieve robust policy outcomes.
Requirements
The selected candidate will have:
- A postgraduate degree in a relevant field with a focus on Economics, Policy, Markets, Climate Science, Environmental Studies or related discipline.
- Demonstrated experience in analysis and assessment of policy facilitating well-functioning markets, and/or how to drive systemic change and reduce emissions through policy and economic instruments and initiatives.
- Experiences in how to assess, and design policy to better establish business cases for solutions that can put us on the path to climate neutrality by 2050.
- 3 – 6 years of relevant professional experience in related field, with a proven track record of delivering high-quality policy-relevant content and/or research outputs.
- Topical management experience and experience managing people or teams, managing multiple workstreams, and ensuring deadlines are met while maintaining a high level of attention to detail.
- Strong knowledge of climate change policies, particularly regarding market, competition and mechanisms driving decarbonisation and innovation of low-carbon solutions and relevant EU legislation.
- Excellent communication skills in English, both written and verbal, with the ability to present complex information to diverse audiences in a clear and compelling manner. Additional languages are a strong asset but not required.
- A collaborative mindset and the ability to work effectively in interdisciplinary teams, forging partnerships and building relationships with stakeholders from academia, government, industry, and civil society.
- Eligibility to work and reside in Belgium/in the EU (Bellona is unable to sponsor a work visa).

Responsibilities
- Contribute to and ensure the successful implementation of Bellona Europa’s strategy on the workstreams related to Sustainable Markets
- Conduct and coordinate analytical and advocacy work related to ensuring well-functioning markets to fight climate change, and how best establish business cases across solutions and topics such as: CO2 capture and storage, carbon dioxide removal, hydrogen, renewables deployment, grids and low-carbon markets
- Contribute to ensuring that the scientific integrity and evidence-based approach to Bellona’s work is maintained and strengthened.
- Managing and/or supervising parts of the Bellona Europa Sustainable Markets team, as well as boosting policy advocacy impact.
- Ensuring project/grant deliverables and funding requirements are being met where relevant for the role
- Providing strategic direction on the workstream and seeking out funding opportunities to expand where relevant and appropriate for the role
- Foster connections and collaborate with the scientific and research community, including academic institutions, industry experts, and think tanks, to stay updated on the latest advancements and findings in the topic.
- Collaborate with the rest of the office and supporting research and advocacy needs where timely and relevant.
- Participate in meetings, conferences, and workshops to share insights and knowledge to increase the visibility of the team’s content.
