Achieving climate neutrality in the EU by 2050 requires radical cuts in emissions in every sector of the economy. This transformation will entail the decarbonisation of power generation, the massive ramp-up of the deployment of renewables and grid infrastructure, the electrification of end-uses and decarbonisation of heavy industry with accompanying crucial CO2 transport and storage infrastructure, among other efforts.
However, many obstacles of different nature still stand in the way: political setbacks on climate action, a concerning popularisation of the narrative that frames industrial competitiveness as incompatible with decarbonisation, and insufficient financial investments, both public and private, on decarbonisation, and more. Europe stands at a critical crossroad, as the following years will be decisive to the achievement of the Net Zero targets.

Bellona Europa is Brussels-based, independent, and non-profit organisation that faces environmental and climate challenges head on. We are solutions-oriented and have a comprehensive and cross-sectoral approach to assess the economics, climate impacts and technical feasibility of necessary climate actions. To do this, we work with civil society, academia, governments, institutions, and industries.
About the position
Bellona Europa is currently seeking a highly motivated and qualified individual to join its Sustainable Markets team as Policy Advisor, to accelerate our work in two main policy areas: sustainable economy and the establishment of sustainable CO2 markets.
On sustainable economy, the successful applicant will be working on a wide array of exciting and highly politicised policy files, stemming from the EU ETS, CBAM, EU Taxonomy, MFF, and sustainable finance more in general, as well as ad hoc projects as they arise.
The work in this area will include, but will not be limited to:
- Monitoring regulatory and political developments;
- Contributing to developing tailored policy recommendations;
- Conducting economic analysis;
- Designing and executing advocacy campaigns;
- Conducting stakeholder outreach and media engagement.
On CO2 markets, the work will be focused on contributing to provide policy recommendations and design regulatory concepts to create enabling boundary conditions for the widespread deployment of CCS in EU industry. Especially within the context of the upcoming CO2 markets Regulation. This could involve for example analysing and proposing innovative policy support mechanisms, or examining the economic impacts of different approaches to CO2 market design.
The candidate would be responsible for broadening Bellona’s knowledge base on the regulatory framework for CO2 transport and storage infrastructure.
As part of the work, the successful candidate will also contribute to:
- Strengthen and seek to expand Bellona’s relationships with EU stakeholders and enhancing its European presence, as well as linking such efforts to ongoing EU policy discussions and advocacy;
- Ensuring project/grant deliverables and funding requirements are being met and seek out new funding opportunities;
- Foster EU-wide connections and collaborate with the scientific and research community, including academic institutions, industry experts, and think tanks, to stay updated on the latest political and regulatory trends.
About you
The selected candidate will have:
Essential
- Personal commitment to make a difference in the fight against global warming and climate change;
- A postgraduate degree in a relevant field with a focus on energy, climate, economics, finance, politics or related fields;
- 2 to 5 years of professional experience;
- Experience in project management and able to deliver quality outputs within set timeframes;
- Relevant experience in policy analysis and advocacy campaigns, with a particular knowledge of political realities and circumstances in the EU;
- Experience in conducting economic analysis and research as basis for policy recommendations and considerations;
- Strong knowledge of the EU functioning and climate change policies, particularly industrial decarbonisation, climate change mitigation, CCS and relevant EU legislation (e.g., EU ETS, CBAM, Net-Zero Industry Act, CCS Directive);
- A collaborative mindset and the ability to work effectively in interdisciplinary teams, forging partnerships and building relationships with stakeholders from academia, government, industry, and civil society;
- Strong writing skills, able to convey policy recommendations and complex scientific language in clear and accessible format. Comfortable with different writing and communication styles and able to tailor them based on target audience and context;
- English working proficiency. Any additional language is considered an advantage;
- Eligibility to work and reside in Belgium/EU (Bellona is unable to sponsor work VISA).
Desirable
- Basic knowledge of industrial production processes (steel, cement, chemicals) and their associated greenhouse gas emissions.;
- Basic knowledge of carbon capture and storage technologies, existing projects and broader market developments;
- Financial literacy and solid understanding of markets-based solutions, financial mechanisms and economic impact assessment.

We offer an initial one-year Belgian employee contract (full-time 38h/week -), with possibility of extension – starting as soon as possible.
