Europe has billions in public funding to drive industrial decarbonisation, but where that money goes matters. As the EU looks to channel more ETS revenues and new funding instruments towards industry, public support must deliver real emissions reductions, not prolong carbon-intensive business models. This policy paper sets out four criteria: climate impact, system effect, timing and scalability, and do no significant harm to help ensure public money accelerates Europe’s transition to a climate-neutral industry and delivers the greatest possible climate impact.
