Exploring the challenges and opportunities for CO₂ capture, transport and storage market development and CO₂ infrastructure deployment as a basis for a net-zero Europe 

As the EU continues to advance its efforts to tackle climate change, the role of a well-functioning CO₂ capture, transport and storage market has become a critical component in achieving net-zero emissions. EU projections show a need to capture 280 million tons of CO₂ per year by 2040 to meet the Union’s climate goals and deliver on the Paris Agreement. 

With the upcoming EU CO₂ transport regulation, cross-national and cross-sectoral discussions on how to develop, coordinate and scale CO₂ infrastructure and value chain development for an effective market are urgently needed. 

With significant geological storage potential, both onshore and offshore, and planned CCS projects, Denmark and Poland have the potential to spearhead CO₂ market development and infrastructure deployment in Europe. The hand-over between their respective terms of Presidency of the Council of the European Union in the summer of 2025 presents an opportune moment for this conversation.  

The event is hosted in collaboration with CCS Europe and in parallel to the EU Green week. It will serve as a platform for dialogue among policymakers, industry leaders, and civil society to explore the challenges and opportunities associated with CO₂ market development in Europe, and to present recommendations for the way forward.
