In the context of the EU’s Horizon Europe research project COREu, Bellona will lead the analysis of regulatory and policy frameworks for cross-border CO₂ transport and storage infrastructure development on a European level.
Bringing together over 40 partners from industry, science, and civil society, COREu was established to help with creating an open-access transnational CO₂ infrastructure network. The project will develop regional Carbon Capture, Utilisation and Storage (CCUS) clusters and their connection to a European CO₂ transport and storage infrastructure, enabling cross-border cooperation across regions.
Bellona has a long history of engagement with the European Carbon Capture and Storage (CCS) policy framework in critical advisory platforms such as the SET-Plan, the Zero Emissions Platform, the CCS Forum, and the Innovation Fund Expert Group.
In the COREu project, we will be responsible for reviewing relevant policies and initiatives that are already in place in the EU. This will include financial support mechanisms, enabling legislation, and industrial decarbonisation strategies. The aim is to provide an overview of existing regulation on CCS and identify specific legal and financial bottlenecks in developing CO₂ infrastructure. Based on the analysis, we will then formulate policy recommendations targeted at filling regulatory gaps and enabling CCS infrastructure development. We will further collaborate with project partners to guide their analysis of policy frameworks on the local level in Central Eastern Europe.
