Negative Emission Technologies and Practices (NETPs) aim to reduce the amount of CO₂ present in the atmosphere. However, the varying system complexity NETPs presents a challenge for accurate evaluation of net climate impact. Moreover, NETPs which cross jurisdictional boundaries present an additional challenge due to gaps in existing GHGs accounting frameworks, which attribute responsibility for emissions and removals on a territorial basis. Projects which cross territorial boundaries may therefore fail to fully account for the net climate impact due to unharmonized standards and monitoring.
