The regulatory gap in the EU policy framework for Carbon Capture and Storage (CCS) will soon be closing as the European Commission is about to propose a CO₂ infrastructure and market regulation in 2026, which is currently under consultation. Despite the topic’s complexity, it is vital that civil society organisations take this opportunity to make their voices heard. It is up to civil society organisations to safeguard the climate-integrity of this upcoming legislation and by extension the deployment of CO₂ transport infrastructure and the accompanying market rules.
The Commission is gathering input on designing a regulatory framework for a CO₂ market and support measures for CCS in the EU.
This brief provides a description of each part of the consultation, highlights what is at stake and offers recommendations. The goal is to give CSOs a tool to define their positions on the upcoming legislation to advocate for its climate integrity.
