Studies on Capacity Gaps in Carbon Management: Emphasising Carbon Capture and Storage Deployment in CEE

Bellona Europa developped a National Capacity Gap Analysis for Carbon Management in Latvia, part of the GreenHorizon CEE project, funded by EUKI. 

The study maps Latvia’s current readiness for carbon capture and storage (CCS) and identifies the key gaps that must be addressed to enable large-scale industrial decarbonisation, from governance and regulatory frameworks to technical capacity, financing, and public engagement. 


The publication The Regional Synthesis Report maps capacity gaps for carbon capture and storage in Central and Eastern Europe. It assesses governance, regulation, market conditions, resources, and public awareness. The study compares readiness in Latvia, Poland, Romania, and Bulgaria. 

It highlights missing permitting rules, long‑term liability, and transport planning. It identifies EU funding, research, and cross‑border cooperation as key enablers. The report offers clear priorities to accelerate CCS deployment while safeguarding social and environmental integrity.
